EAC, as MDX’s General Engineering Consultant, provided program management services for the development of a State Environmental Impact Report (SEIR) for this project. The total project cost is approximately $200 Million and is divided into three main phases for purposes of the SEIR, and implementation required smaller sub phases. The SEIR is supported by all the required environmental documentation, R/W acquisition plans, preferred horizontal and vertical alignment with associated variances and exceptions to standards, bridge development reports, drainage concept report, environmental permitting and public involvement. EAC was also responsible for the preparation of the planning and engineering (30% design) phase for the roadway and bridges, the development of the Request for Proposals for the Design-Build Procurement package, and the Request for Qualifications CE&I Procurement package.
